Portrait of Harriet Dichter, Acting Secretary of Public Welfare

Harriet Dichter was appointed Acting Secretary of the Pennsylvania Department of Public Welfare on December 9, 2009 by Governor Edward G. Rendell. Prior to her appointment, Dichter served the commonwealth as the Deputy Secretary, Office of Child Development and Early Learning for the Departments of Public Welfare and Education.

A nationally recognized expert in early childhood education, Dichter's work has significantly increased public and private investments in early childhood education, resulting in a nearly 300 percent increase in the state general fund investment from 2003 to 2008 and major new foundation funding.

Dichter received her undergraduate degree at Yale and her law degree from the University of Pennsylvania.
