Children's Trust Fund

The Children’s Trust Fund (CTF) currently provides funding to 27 grantees in 21 counties for community-based child abuse and neglect prevention efforts that help to strengthen families and build protective factors for both parents and children. Positive outcomes are continually being reported for the children, families and early care and education providers served through these programs. CTF is committed to maintaining funding to its current grantees; however, the CTF Board has decided to delay the release of the next Request for Application until February 2010 for new grants to begin in November 2010. The Pennsylvania Children's Trust Fund (CTF) is dedicated to funding community-based programs to prevent child abuse and neglect. The CTF was established by the Children's Trust Fund Act in December 1988. Funds are generated from a $10 surcharge on all applications for marriage licenses and divorce complaints. A 15-member Board of Directors administers the fund. The Deputy Secretary for Office of Child Development and Early Learning serves as the executive director of the CTF. Staff members within the Office of Child Development and Early Learning (OCDEL) carry out the duties and responsibilities of the CTF board.

Children's Trust Fund grants are intended to develop innovative and creative child abuse and neglect prevention programs. Specific emphasis for funding is placed on primary prevention programs, which focus on the prevention of abuse before it occurs for the first time.

    • Every child has the right to be safe, nurtured and protected from child abuse and neglect.
    • Every child should be given the opportunity to reach his or her fullest potential by having equal access to Pennsylvania Children's Trust Fund projects.

    • Every community should be trusted and supported to make decisions about services most appropriate for its children and families.
