The Department of Public Welfare's Final Low-Income Home Energy Assistance Program (LIHEAP) State Plan was approved by the United States Department of Health and Human Services for Federal Fiscal Year 2013. You may view a copy of the approved plan here.
 

In addition to soliciting advice from the LIHEAP Advisory Committee (LAC), the Department of Public Welfare held public hearings on the LIHEAP proposed Plan for Fiscal Year (FY) 2013 in compliance with Federal LIHEAP requirements.

• This year, hearings were held in Philadelphia (July 10), Harrisburg (July 12) and Pittsburgh (July 18).
• A total of 43 people attended the hearings: 20 in Philadelphia; 10 in Harrisburg; and 13 in Pittsburgh.
• A total of 15 individuals or organizations provided oral testimony at the hearings and 8 individuals or organizations presented written mail-in testimony.
