    Community Services Program for Persons with Physical Disabilities (CSPPPD)

    The Community Services Program for Persons with Physical Disabilities (CSPPPD) provides services to people with severe physical disabilities. Individuals must have an other related condition, physical disability, or traumatic brain injury. Individuals must experience at least three substantial functional limitations in the areas of mobility, communication, self-care, learning, self-direction, or capacity for independent living.

    The CSPPPD includes the OBRA Waiver, COMMCARE Waiver, Independence Waiver, and Specialized Services (discussed below).

    Services Available May Include:

    • Assistive technology, specialized medical equipment, and supplies
    • Community integration services
    • Community transition services
    • Daily living services
    • Education services
    • Environmental adaptations
    • Personal Emergency Response System (PERS)
    • Respite services
    • Services coordination
    • Therapies (behavior, occupational, physical, speech)
    • Transportation services
    • Visiting nurse
    • Other services may be available

    Who is Eligible?

    Pennsylvania residents who have another related condition and whose disability occurred before the age of 22 may be eligible for the OBRA Waiver.

    Pennsylvania residents who are age 18, and over, who have a physical disability, and who meet nursing facility clinical eligibility but choose to live in the community may qualify for the Independence Waiver.

    Pennsylvania residents who have a medically determined diagnosis of a traumatic brain injury may qualify for the COMMCARE Waiver.

    Nursing facility residents with an other related condition occurring before the age of 22 may qualify for Specialized Services.

    For each CSPPPD program, additional eligibility requirements may apply.

    Specialized Services

    Specialized Services available under the Community Services Program for Persons with Physical Disability (CSPPPD) consist of training, encouragement, and other tangible supports, which enable a person to acquire, regain, improve, or maximize their skills and abilities.

    Specialized services help nursing facility residents live more productive and satisfying lives as close to home as possible.

    Who is Eligible for Specialized Services?

    Nursing facility residents with an other related condition occurring before the age of 22 as mandated by the Federal Nursing Home Reform Act (OBRA 87) and provided as agreed to in the Richardson Settlement Agreement may be eligible for specialized services.

    Other related conditions (ORCs) include physical, sensory, or neurological disabilities which manifested before age 22, are likely to continue indefinitely, and result in substantial functional limitations in three or more of the following areas of major life activity: capacity for independent living, mobility, self-direction, learning, understanding and use of language, and self-care.

    Services under this program may only be provided to individuals living in a nursing facility
