    Medicaid Waivers for Intellectual Disabilities Supports and Services

    In Pennsylvania, the Office of Developmental Programs operates two waivers: Consolidated Waiver and the Person/Family Directed Support Waiver. Each waiver has eligibility requirements and services.

    Both of the waivers provide supports and services to eligible persons with an intellectual disability who are age three and older so they can remain in their home and community. Pennsylvania has set criteria to determine eligibility for intellectual disability Medicaid waiver enrollment. Financial eligibility is based only on the income of the individual, not the income of the parents.

    The Department of Public Welfare, Office of Developmental Programs must apply to the Centers for Medicare and Medicaid Services to have waivers approved and they are then monitored by this federal agency. Waivers are approved for an initial period of three years and are renewed for a five-year period. Waiver renewals are based on satisfactory provision of waiver services, meeting state assurances and a written application that describes how services will be provided during the renewal period.

    Before a waiver ends, the Office of Developmental Programs must submit a renewal request to Center for Medicare and Medicaid Services in order to continue to receive waiver funding.
